Micromobility Grows Up: Lessons on Scooters and Bikeshare in Chicago and Around the Country

As part of the UTC Fall Seminar Series, Colin Murphy, the Director of Research and Consulting at the Shared Use Mobility Center, presented research on Chicago's 2019 e-scooter pilot program.

Murphy identified several key policy considerations:

  • Equity: distribution, access, cost and payment medium, tech access
  • Operating hours (and seasonality)
  • Fees/fines to companies
  • Fleet caps: total and per vendor—tie increases to performance
  • Utilization rates
  • Removal/complaint response
  • Distribution and rebalancing
  • Parking policy and lock-to
  • Charging/docking infrastructure
  • Information, education, outreach
  • Data sharing and standards
